▼朝鮮半島の平和と日朝国交正常化に向けて…
この秋で日朝首脳会談と平壌宣言の発表から二年がたちました
。朝鮮半島と日本の民衆がともに平和と友好のうちに生きてい
くことができるように、この平壌宣言を歴史的な転機にしてい
かねばなりません。私たちは、民衆の側から朝鮮半島の平和と
日朝国交正常化を促進していく流れをつくりだしてステップと
して、この「１０・３１京都のつどい」を企画しました。
このつどいでは、「朝鮮半島の平和と日朝国交正常化に向けて
」をテーマとしたシンポジウムを中心として、さまざまなプロ
グラムを準備しています。在日の仲間や日本の仲間がともに参
加し、朝鮮半島と日本の民衆の平和と友好に向けたメッセージ
を伝え、広げていきたいと願っています。ぜひ多くのみなさん
のご参加をお待ちしています…。

A 60-year-old Palestinian man has been killed and five people wounded in an Israeli air strike on Khan Yunis.



Aljazeera reported witnesses as saying a missile was launched on Saturday by an Israeli helicopter which landed near a mosque in the Khan Yunis camp.

Ali Abd Allah, a Palestinian civilian, died from the attack.

The occupation military said the missile was targeted at a resistance group planning rocket attacks on a nearby settlement.

After the missile strike, 14 tanks and three bulldozers moved into the camp and began tearing down houses. The invasion started around 2300 GMT on Saturday.

Dozens of Palestinian fighters exchanged fire with Israeli forces. The fighting took place on the edge of the Khan Yunis refugee camp in southern Gaza, close to the illegal Jewish Neve Dekalim settlement.

Demolition

Israeli forces later withdrew, leaving behind destroyed houses in the Nemsawi neighbourhood west of Khan Yunis, Aljazeera said.

Residents emerged from their homes after daybreak on Saturday to inspect the destruction. Municipal officials said 20 homes closest to Neve Dekalim had been destroyed.

The military said troops destroyed several uninhabited structures that had provided cover for shelling the settlement.

Usama al-Farra, head of Khan Yunis municipality, told Aljazeera: "More than 500 Palestinians became homeless. This is a crime, even mosques were affected.

"It is a tragedy. The potential of the Palestinian national authority is limited in facing this disaster. We seek the help of our Arab brothers to take serious and prompt action, especially as the holy month of Ramadan is approaching."

Homeless

Fathi Zarub, a father of four, said he lost his two-room house.

"We were forced to leave the house under intensive shooting from the sky and from the tanks," Zarub said by telephone from the camp.

"We took nothing from our belongings. We ran away in our pyjamas, and we have no other refuge. I don't know where I am going to take my children."

Zarub said the homes of most of his relatives had also been destroyed.

Wail al-Dahduh, Aljazeera's reporter in Gaza, said: "Based on the Palestinian official statistics sources, 35 houses in addition to 15 smaller ones were totally demolished by Israeli occupation forces; dozens of Palestinian families became homeless."

Saturday's attack came a day after a mortar fired from the area killed a resident of an illegal Jewish settlement.

On Friday, Hamas fighters fired two mortars at the settlement, killing 24-year-old Tiferet Tratner, who according to settlement officials had dual Israeli-American citizenship.

The mortar attack on Friday marked the first time a resident of a Jewish settlement in Gaza was killed in Palestinian shelling, and was expected to mobilise further opposition to Israeli Prime Minister Ariel Sharon's withdrawal plan.

Thousands of Palestinians have been made homeless by Israeli house demolitions in Gaza in the past four years of fighting. Normally they stay with relatives. If they are refugees, a UN agency sets up temporary shelter.

「いくつかの爆発音、銃撃音、アパッチ・ヘリからの攻撃が。何がなさ
れているかはわからない。朝になって調べてみないと」（15日午前5時
20分　ナブルスの旧市街にいるISM（国際連帯運動）のメンバーから発
された携帯電話のショートメッセージより）

「最低5人が殺されたという知らせは今、ゆっくりと行き渡り始めてい
る。ここバラータ難民キャンプのモスクはまだ殺された者の名前を集め
られていない。が、アル・アクサー団とアル・アウダ団は殺害を非難し
た声明を発表している。医療チームはいまだ（攻撃があった）地域への
アクセスを止められているので、死者の数は多くなる可能性がある。こ
の時点でイスラエル軍のD9ブルドーザーの一団がその地域へ入って
いったという報告が来ている。恐らくは家屋破壊がなされるのだろう。
戦車は通りを行ったり、来たりしている。

ハアレツ紙はイスラエル軍が平常の夜の襲撃時に銃撃されたと伝えてい
る。詳細は不明瞭だ。私はできるようだったら後でもっと詳しい情報を

目撃者の報告によると、軍隊は午前1時にやってきて、教会と数軒の家
を占拠した。教会では中のセンターに住んでいる13人の障害を持つ子
どもたち、高齢者たちが拘束されている。牧師が人々の状態を調べよう
と中に入ろうとしたが、兵士は頭にマシンガンを突きつけて、撃つと脅
した。中にいる人々は1室に集められて、午後12時まで水も食料もなし
のままになっている。

2機のアパッチヘリコプターが飛び続けている。人々を恐怖に陥れるた
めに家々と山のほうにやみくもに撃っている。地域一帯は「軍事封鎖地
域」と宣言された。

イスラエル軍の撤退を要求して下さい。」

「水曜日正午までのナブルスでの負傷者は最低24人となった。ひとり
は重体となっている。旧市街の包囲は続き、イスラエル兵士とパレスチ
ナ人の対立は続いている。街はストライキを宣言した。

ISM（国際連帯運動）のボランティアはUPMRC （パレスチナ医療救援委
員会連合）の医療チームに参加し、状況を記録するために夜中に攻撃を
受けた地域に辿り着こうとしている。旧市街では1軒の家が取り壊しに
遭った。

破壊の現場では救急車による遺体の回収と負傷者の捜索が許されていな
い。」

15日の早朝、ナブルスでは6人がイスラエル軍によって殺されました。
その後、ジェニンでは4人がアラブ人を装った特殊部隊によって襲われ
て殺害されています。13日にジェニンでアルアクサー団の活動家が攻
撃ヘリからのミサイルによって3人暗殺され、それを受けてカルキリヤ
付近で自転車に乗った男性が自爆攻撃を行い、イスラエル兵士3人を負
傷させました。それに続く攻撃がこの15日のものです。

ハアレツ紙、ロイター、AFPなどは「手配中の武装グループメンバーを
追い詰めたところ、投降に応じず、立てこもって銃撃をしかけてきた。
それにより銃撃戦となり、5人が死んだ」というイスラエル軍の報道官
の話を報じています。［殺されたのはアルアクサー団の4名とDFLP1
名］

また、このときに11歳のマーラム・アル・ナフレさんが「巻き添えに
なって死亡」という報道もなされています（毎日新聞など）。しかし、
AFPを見る限り、少女は救急車が到着するのを見ていて、いきなり屋上
に陣取っていた兵士に顔（頬）を撃たれたという証言がでています。
「巻き添え」ではありません。

これらの殺害が知れ渡るとナブルスではあちこちで投石が始まり、さら
に負傷者がでています（14歳の少年が重体）。

16日午前3時（日本時間）には新たなメールがISM（国際連帯運動）か
ら届き、新しくわかってきたことを伝えてくれました。以下に。

医療団調査によればイスラエル軍は5人を「処刑」

午前1時、イスラエル軍はナブルス旧市街の西、オールド・ナジャフ通
りで5人の若者と11歳の少女1人を殺害した。医療団の検死では5人が
処刑された証拠が示されている。

これらは戦争犯罪である

ISM（国際連帯運動）の活動家は5人の男性と少女が運び込まれたラ
フィディア病院長のドクター・サミール・アル・スルールにインタ
ビューをした。

ドクター・スルールによると、5人の男性のうち、4人は頭部を至近距
離から撃たれている。銃弾が頭蓋骨を貫通せず、そのかわりに若者たち
の頭部を破裂さていることが彼らが至近距離で撃たれたことを示してい
る。

ひとりの男性の胸には（兵士の）ブーツの足跡が残っていて、これもさ
らにこの男性が撃たれる前に拘束されていたことを示している。さらに
は、別の男性は首から銃弾が入った跡があり、（遺体の）上方が破裂し
ていたのだが、血の跡は壁の高いところに飛んでいた。この角度と証拠
も撃たれる前に拘束されていたことを、またかなりの至近距離で撃たれ
ていることを示している。

もうひとりの男性は腕をナイフで切られた跡が残っていた。5人（の遺
体）は互いに近い場所で発見されている。

11歳の少女は近くの家を占拠していた兵士によって、家にいて頬を撃
たれた。

べつの11歳の少年は至近距離からラバーコートメタル弾（通称「ゴム
弾」）を頭部にうけて、脳の一部が飛び出し、重体となっている。ま
た、35歳の知的障害を持つ男性は頭部を、33歳の男性は大腿骨を撃た
れ、二人とも集中治療を受けている。

死者の数は増える可能性がある。

このようなことは戦争犯罪だ！

殺戮を止めさせ、5人の男性の死について調査するよう声をあげてくだ
さい。」

イラクではバグダッドでファルージャですさまじい数の人々が連日殺さ
れています。新聞のさほど大きくない記事のひとつとして流れる「数」
となった情報に感性はどんどん麻痺していくようです。（そして、パレ
スチナで行われている殺戮や暗殺攻撃は目立たなくなっている）

先日、バグダッドでパレスチナ人ジャーナリストがヘリからのミサイル
攻撃によって殺されました。このとき、13人のイラクの人々も殺され
ています。単に燃えている米軍車輌の近くにいたというだけで。

このときの様子を現場にいたイラク人ジャーナリストがガーディアン紙

殺を仄めかしたりしています。その間にもヨルダン川西岸の南部、ヘブ
